What does this mean? Where do I put it in my blooger blogs? Does anyone know what I'm asking about here? I tried adding as a third party html and it was rejected. Do I have to put someplace specific in the blog's html?

The part in inverted commas is the actual url (website address)
the part in between %26gt; %26lt;/a%26gt; is what is displayed when this is in a web site, when you move the mouse over this text it will turn into a little hand and clicking it will take you to the url in the inverted commas

I think what elynex wants you to do is to prove that you can affect changes to your blog, and therefore, actually own it. You can just paste the HTML snippet to your blog entry, and then click on it. Elynex should have some sort of visitor tracking device that shows you came from a link on your blog, and thus you have the ability to place links on said blog.
This will only work if you haven't disabled HTML in your blog settings.
Add additional information if my assumptions were wrong, or it didn't work.
